Senegal Demands Independent Investigation into CAF Corruption After Losing AFCON Title to Morocco

Senegal’s government called on March 18 for an “independent international investigation” into corruption within the Confederation of African Football’s governing bodies following CAF’s controversial decision to strip Senegal of the Africa Cup of Nations title and award it to Morocco. The decision, announced on March 17, reversed Senegal’s 1-0 victory in the AFCON final played in Rabat on January 18, officially recording the result as 3-0 in favor of Morocco. CAF cited regulations concerning players leaving the field, referencing Senegalese players’ brief walkoff during the match in protest of a penalty decision. The controversy has sparked widespread condemnation from Senegalese fans, government officials, and sports authorities, with Senegal’s football federation announcing plans to appeal the decision to the Court of Arbitration for Sport within 48 hours. The incident raises serious questions about the integrity of African football governance and CAF’s administrative decision-making processes.

CAF’s Controversial AFCON Title Decision

The Confederation of African Football announced its decision to strip Senegal of the AFCON title following Morocco’s appeal, fundamentally altering the outcome of the final played two months prior. CAF justified its decision by applying Articles 82 and 84 of the AFCON Regulations, which state that if a team “refuses to play or leaves the ground before the regular end of the match without the authorisation of the referee, it shall be considered loser and shall be eliminated for good from the current competition.”

The regulations specify that a team violating these provisions “will lose its match by 3-0,” which CAF applied to declare Senegal the loser despite the team having scored the winning goal and Morocco having missed a crucial penalty.

Senegal’s players briefly walked off the pitch during the final on January 18 in protest when Morocco’s host team was awarded a penalty late in second-half stoppage time. After captain Sadio Mane persuaded the players to return, Morocco missed the penalty and Pape Gueye scored the decisive goal in extra time, giving Senegal a 1-0 victory at the conclusion of regular play and extra time.

Senegal Government Demands Investigation and Justice

Government spokeswoman Marie Rose Khady Fatou Faye issued an official statement condemning the CAF decision as “a grossly illegal and profoundly unjust decision” that “seriously undermines” CAF’s credibility. Faye stated: “By calling into question a result achieved at the end of a match that was properly played and won in accordance with the rules of the game, the CAF seriously undermines its own credibility.”

The Senegalese government formally called for “an independent international investigation into suspected corruption within the CAF’s governing bodies,” asserting that “Senegal unequivocally rejects this unjustified attempt at dispossession.”

Faye announced that “Senegal will pursue all appropriate legal avenues, including before the competent international courts, to ensure that justice is served and that the primacy of sporting results is restored.”

Football Federation Announces CAS Appeal

Senegal’s Football Federation secretary-general formally requested that CAF “suspend the execution of this decision and to freeze all trophy return procedures in Morocco.” The federation informed CAF of its “intention to appeal to the Court of Arbitration for Sport (CAS) within 48 hours,” establishing a legal challenge to the AFCON reversal through international sports arbitration.

Senegalese football authorities condemned the CAF decision as “unjust, unprecedented and unacceptable,” signaling their determination to contest the ruling through every available legal mechanism.

Senegalese Fans React with Outrage

Senegal’s sports fans expressed widespread anger and disbelief at the CAF decision, characterizing it as a “disgrace for Africa” and questioning the legitimacy of African football governance. Gora Ndiaye, a Dakar resident and driver, told AFP he felt he had “been hit over the head” when learning the news, calling the move “a disgrace for Africa.”

Assietou Diallo, a 25-year-old accounting assistant from downtown Dakar, expressed shock at the decision timing: “I started by laughing and being surprised at the same time, because it really shocked me that two months later they took away our victory.”

Senegalese sports media outlets published headlines describing the decision as “Big Continental Farce,” “Joke of the Century,” and “Unprecedented Scandal,” reflecting the widespread view that CAF’s action constitutes a fundamental betrayal of sporting integrity.

Senegal defender Moussa Niakhate posted a defiant message on social media holding the AFCON trophy and medal, stating “Come and get them! They’re crazy!” expressing the view that Senegal remains the legitimate champions regardless of CAF’s administrative reversal.

Fan Khola Diouf told AFP: “We played and we won,” emphasizing that Senegal’s victory on the field remains the authentic sporting result regardless of administrative rulings. Diouf added that “the whole world is witnessing and knows that Senegal deserves the cup.”

Sporting Legitimacy vs. Administrative Decision

Senegalese fans maintain that even if CAF’s administrative decision stands, Senegal remains the true AFCON champion based on actual match performance. Driver Gora Ndiaye asserted that the trophy “is an object” and that “if we give it to the Moroccans, you have to know that Senegal beat them on the field,” pointing to Morocco’s missed penalty in decisive match moments.

The controversy highlights fundamental questions about the relationship between sporting outcomes determined on the field and administrative decisions made by governing bodies, with Senegalese supporters arguing that on-field performance should remain the ultimate arbiter of sporting victory.

Morocco Fans Defend CAF Decision

In Rabat, where the final was played, Moroccan fans expressed satisfaction with CAF’s decision, though with less emotional intensity than Senegalese reactions. Mohamed Amine Boujdaini, a 53-year-old lawyer, told AFP: “Everyone is happy with this outcome. The cup returns to its rightful home.”

Omar Haryate, a 70-year-old retiree, stated: “Justice has been served,” reflecting Morocco’s perspective that the CAF decision corrected an improper result caused by Senegal’s pitch walkoff.

Detained Senegalese Fans and Government Solidarity

Senegal’s government statement additionally expressed “solidarity with the Senegalese citizens detained in Morocco,” referring to 18 fans arrested for “hooliganism” during the match. The fans were sentenced in February to punishments ranging from three months to one year in jail and fines up to $545 for alleged violence against security forces and match damage caused when supporters attempted to storm the pitch and threw projectiles.

The government stated its commitment to “monitoring this situation to ensure a positive outcome as soon as possible,” linking the detained fans’ situation to broader concerns about Senegal’s treatment in the AFCON context.
