UN Allocates $160 Million for 12 Underfunded Crises as Agency Warnings Highlight Mounting Vulnerabilities

The United Nations announced an allocation of $160 million from the Central Emergency Response Fund (CERF) to reinforce UN humanitarian funding and support life-saving operations across 12 severely underfunded crises worldwide. The emergency release comes as international humanitarian appeals face unprecedented shortfalls, leaving millions of vulnerable civilians at risk of losing essential relief supplies.

The funding rollout coincided with stark warnings from specialized UN bodies regarding the compounding impacts of resource deficits. The UN Refugee Agency (UNHCR) reported that nearly six million refugee children remained out of school, while UN Women cautioned that ongoing geopolitical instability and supply chain disruptions could push an additional 11.7 million women and girls into acute food insecurity before the end of the year.

CERF Resource Distribution Across 12 Critical Operations

According to an official communique from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the $160 million package forms part of a broader multilateral strategy targeting 87 million people enduring the most acute humanitarian conditions. Approximately $150 million will go directly toward frontline response operations across Asia, the Middle East, Africa, and Latin America, alongside $10 million dedicated specifically to addressing the urgent needs of persons with disabilities.

Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Tom Fletcher stressed the critical urgency of the allocation, noting that humanitarian teams cannot afford operational delays when millions of marginalized people risk being left behind without external assistance.

Direct Country Allocations Under the Emergency Framework

– Occupied Palestinian Territory: $18 million allocated for urgent life-saving relief and medical supplies.

– Afghanistan: $18 million for emergency community support and basic survival necessities.

– Yemen: $18 million directed toward sustaining emergency food, water, and health networks.

– Sudan and Somalia: $16 million allocated to each country to manage displacement and famine prevention.

– South Sudan: $15 million dedicated to supporting displaced communities and local response efforts.

– Burkina Faso, Mali, and Niger: $10 million each to address severe Sahelian displacement and nutrition deficits.

– Chad: $9 million to bolster emergency shelter and refugee intake facilities along border regions.

– Cameroon and Cuba: $6 million and $4 million respectively to address localized humanitarian emergencies.

UNHCR Warns of Education Gaps Affecting 5.8 Million Refugee Children

Concurrently, the UN Refugee Agency revealed that approximately 5.8 million refugee children were excluded from formal education systems in 2025. The agency highlighted that 44% of the world’s 13.1 million school-aged refugee children remained out of school, warning that ongoing reductions in global humanitarian contributions jeopardize decades of international investment in youth development and protective schooling.

While 65% of primary school-aged refugee children were enrolled in classes, secondary education enrollment reached only 32%, creating significant educational drop-off rates during critical developmental years. Although tertiary education enrollment registered a modest increase to 11%, the broader educational deficit remains alarming.

Impact of Budgetary Cuts on Global Refugee Operations

UNHCR confirmed that its available funding dropped from $5.2 billion in 2024 to $3.9 billion in 2025, despite record numbers of forcibly displaced populations globally requiring protection.

The agency stated that it requires $8.5 billion to meet baseline protection mandates this year but had received only $2.7 billion (32%) by late July. As a result, approximately 8.3 million refugees and displaced individuals face the immediate risk of losing critical humanitarian aid as protection services deteriorate under severe funding reductions.

Food Insecurity Escalates for Women and Girls Across 28 Nations

In a parallel gender analysis, UN Women warned that an additional 11.7 million women and girls across 28 countries face heightened risks of severe food insecurity by the end of the year. The agency attributed this spike to compounding shocks, including regional conflict escalation, disruptions in the Strait of Hormuz, rising commodity prices, and deteriorating household livelihoods.

The report noted that under a moderate-impact scenario, approximately 22 million additional individuals could experience food shortages, with women and girls comprising 53% of that population. These individuals would join an existing baseline of 208 million women and girls already suffering from malnutrition and food deprivation within the surveyed countries.

High-Risk Geographies and Gendered Impacts of Scarcity

– High-Risk Conflict Zones: Sudan, South Sudan, Yemen, Palestine, and Haiti face extreme vulnerability driven by armed conflict, displacement, and economic collapse.

– Disproportionate Regional Impact: Lebanon recorded the second-highest proportion of additional women and girls threatened by food insecurity relative to its female population.

– Household Sacrifice: Women and girls routinely bear disproportionate burdens during food crises by skipping meals or reducing intake to feed family members.

– Socio-Economic Gaps: Persistent wage disparities and restricted access to credit and agricultural assets limit women’s coping capacity.

Integrated Humanitarian Response and Diplomatic De-escalation

UN Women Deputy Executive Director Nyaradzayi Gumbonzvanda underscored that addressing the global food emergency requires integrated interventions, combining cash assistance, livelihood protection, and targeted agricultural support for vulnerable communities.

Gumbonzvanda emphasized that humanitarian aid alone cannot resolve systemic shortages without concerted diplomatic efforts to achieve peace, halt military escalations, and protect critical global transport arteries that sustain agricultural supply chains.
