Climate disasters cost Europe 822 billion euros and add pressure to public finances

Direct economic losses from climate disasters and extreme weather events in the European Union reached an estimated 822 billion euros between 1980 and 2024, according to the European Environment Agency, with more than 208 billion euros of that total occurring between 2021 and 2024 alone.

The figures come as climate change increasingly strains Europe’s public finances, with repeated floods, wildfires, heatwaves and droughts, alongside rising defence spending, ageing populations and higher debt servicing costs.

Insurance covers only a small share of losses

European Central Bank estimates suggest that insurance covers only about a quarter of climate disaster losses in the EU, and in some countries coverage falls below 5 percent.

That leaves households, companies and the public sector to absorb much of the bill, widening the financial exposure linked to climate risk.

Growing pressure on public finances

Public debt stood at 88.9 percent of GDP in the euro area and 82.9 percent in the EU in the first quarter of 2026, while deficits were around 3.1 percent in both areas.

Those numbers add to the challenge facing European governments as they try to pay for disaster recovery while also meeting other spending commitments.

Germany and Spain show the fiscal cost

Germany is one example of how disaster costs can shift onto public finances, having allocated about 30 billion euros to rebuild after the 2021 floods.

Spain’s 2024 floods were estimated to have reduced output by about 0.7 percentage points, due to reconstruction costs spread across 2024 to 2026.

Adaptation needs through 2050

The European Environment Agency estimates annual climate adaptation needs in transport, energy and agriculture at between 53 billion and 137 billion euros through 2050, depending on the warming scenario, compared with current committed funding of roughly 15 to 16 billion euros per year.

The gap highlights the scale of the challenge in matching available funds to rising climate risks.

Calls to expand insurance and reinsurance

The European Central Bank says expanding insurance and reinsurance could reduce the transfer of losses to public finances, while EU institutions are exploring shared reinsurance and disaster-financing mechanisms.

Analysts say broader financial tools could help reduce the burden on governments, households and companies when disasters strike.

France sets aside 12 million euros for rebuilding

In a separate development, France announced 12 million euros for rebuilding areas damaged by wildfires in the southwest of the country, as Europe continues to battle fires amid exceptional heat and drought.

Prime Minister Sebastien Lecornu said 10 million euros would go to the Gironde region and 2 million euros to Landes, with total support costs potentially exceeding 100 million euros.

Fires continue across Europe

France said it had brought under control a fire in Pas-de-Calais that burned about 190 hectares, while Spain made progress in battling a blaze in Aragon that had scorched more than 17,000 hectares.

In Belgium, rain helped firefighters control a blaze that destroyed about 3,000 hectares, while two fires on Greece’s Salamis island were largely contained after killing two people and forcing the evacuation of about 600 residents. Portugal also continued efforts to fight two fires in the north.

The latest figures show how climate disasters are becoming an increasingly expensive burden for Europe’s public finances, insurance systems and recovery budgets. With adaptation needs rising and extreme weather becoming more frequent, European governments face growing pressure to fund resilience before the next disaster hits.
