Iran and Oman held the first meeting of their joint Hormuz committee in Muscat on Monday, marking a step toward coordinating the future management of the strategic Strait of Hormuz.

The discussions come amid heightened regional tensions and ongoing diplomatic efforts to regulate maritime activity in the vital shipping route.

First Meeting Focuses on Strait Management

Kazem Gharibabadi, Iran’s Deputy Foreign Minister for Legal and International Affairs, said that an Iranian delegation met with Oman’s Minister of State for Foreign Affairs, Abdulaziz Al-Hinai, during the visit to Muscat.

According to his statement, both sides reviewed current issues related to the Strait and exchanged views on its future management.

The talks were held within the framework of the fifth clause of the Islamabad memorandum of understanding.

Respect for Sovereignty and International Law

Oman’s Foreign Ministry confirmed that the joint committee discussed ways to coordinate maritime management while respecting the sovereign rights of coastal states.

Both sides emphasized their commitment to:

– Freedom of navigation

– Compliance with international maritime law

– Adherence to the UN Convention on the Law of the Sea

Omani Foreign Minister Badr Al-Busaidi stated that the Sultanate is committed to ensuring that navigation through the Strait remains “safe and open for all.”

Potential Future Arrangements

Iran has expressed interest in jointly managing the Strait with Oman and possibly introducing service-based mechanisms for shipping traffic.

Some proposals include establishing a system to regulate maritime movement and potentially charge service fees, although such measures remain under discussion.

Link to US-Iran Understanding

The talks are connected to the memorandum of understanding signed between Iran and the United States on June 18.

The agreement stipulates:

– The Strait must remain open

– Ships should pass freely without fees for 60 days

– Negotiations will determine long-term management involving Iran, Oman, and other Gulf states

Upcoming Technical Talks

A technical meeting is scheduled to be held in Doha on Tuesday to further discuss the Strait’s management.

These discussions follow recent military escalations between Iran and the United States, which briefly threatened the ceasefire agreement and diplomatic progress.
