Somaliland Offers the United States Exclusive Mineral Rights and Potential Military Bases

Somaliland has expressed readiness to grant the United States exclusive rights to exploit its minerals along with the possibility of establishing military bases, as the self‑declared republic pushes for broader international recognition.
The announcement comes weeks after Israel recognized Somaliland as an independent sovereign state, prompting Hargeisa to intensify diplomatic outreach toward Washington and other global powers.

Somaliland Signals Openness to Strategic Partnership with Washington

Somaliland’s Minister of Presidential Affairs, Khadar Hussein Abdi, told AFP that the territory is prepared to grant the United States “exclusive rights” in the mining sector and is open to hosting American military installations.
He added that talks could lead to an agreement, noting Washington’s growing interest in regions with access to critical minerals important to the US economy.

Strategic Mineral Resources Still Underexplored

Somaliland’s Ministry of Energy and Minerals states that the region holds deposits of lithium, tantalum, niobium, and coltan although comprehensive surveys are still lacking.
Authorities hope these resources will support economic development in the territory, which remains unrecognized internationally despite maintaining its own political system since 1991.

Israeli Recognition and Speculation on Military Cooperation

President Muse Bihi Abdi has previously hinted at the possibility of granting Israel mining concessions.
Asked whether Somaliland could also allow an Israeli military base, Minister Abdi told AFP that “nothing is ruled out” in the context of a “strategic partnership” expected to be formalized soon.

Security Implications for the Region

Analysts note that the growing Somaliland‑Israel relationship is linked to the territory’s strategic location facing Yemen where Iranian‑backed Houthi forces have launched attacks on Israel since the Gaza war began.
This alignment has triggered threats from the Houthis and concerns about possible repercussions from Al‑Shabaab militants despite Somaliland’s relative stability.

Washington’s Position and Regional Dynamics

Since President Donald Trump returned to office the United States has adopted a pragmatic approach toward countries holding strategic minerals.
Several US senators, including Ted Cruz, have urged Washington to recognize Somaliland.
Yet President Trump initially dismissed the idea before later saying the United States would “study it” following Israel’s move.

Tensions with Mogadishu Persist

Mogadishu continues to demand authority over Somaliland, backed by many states in the Muslim world that oppose moves perceived as supporting the breakup of Somalia.
Minister Abdi argued that regional partners like Turkey should “engage with Hargeisa, not Mogadishu,” describing the federal government as divided and ineffective.
