BAGHDAD — The Ministry of Construction, Housing, Municipalities, and Public Works announced on Saturday that new applications for Housing Fund loans will not be accepted until the remainder of transactions from 2025 are completed.
Ministry spokesman Nabil Al-Saffar stated that approximately 20,000 loan applications were accepted in 2025 through the “Ur” electronic platform, with disbursements reaching around 874 billion Iraqi dinars.
Al-Saffar explained that application approvals were based on a scoring system to ensure the most deserving candidates were selected. The criteria included factors such as the construction site’s location (urban or rural), the type of construction (new build or an addition), the applicant’s age, and marital status. Points were also allocated based on the number of children (up to four), with additional points given to individuals with special needs, corresponding to their level of disability.
He emphasized that the Fund’s priority for 2026 is to process and finalize all pending applications from 2025 before reopening the application process. The Housing Fund will make a public announcement once it is ready to accept new applications.

This decision, announced by the Ministry of Construction and Housing, aims to prioritize the completion of approximately 20,000 pending applications filed during 2025. The ministry is focused on processing this backlog before reopening the system for new submissions. Funds disbursed in 2025 amounted to nearly 874 billion dinars, with applicants selected through a detailed scoring system. The ministry has assured that an official announcement will be made once the Iraqi Housing Fund is ready to resume accepting applications from the public.
