India US trade deal

US President Donald Trump (R) shakes hands with Indian Prime Minister Narendra Modi in the Oval Office of the White House in Washington, DC, on February 13, 2025. Indian exporters on February 3 hailed Donald Trump's announcement of a US-India trade deal and a pledge to slash tariffs on the nation's goods that brings an end to months of uncertainty but analysts urged caution citing a lack of clarity.

India US Trade Deal Conditional on Russian Oil Imports

India US Trade Deal Announced During Trump–Modi Talks

WASHINGTON / MUMBAI / MOSCOW – The India US trade deal moved into the spotlight on Monday after US President Donald Trump announced a new agreement with New Delhi that he said was conditional on India halting its purchases of Russian oil, a claim that has yet to be confirmed by Indian or Russian officials.

According to statements posted by Trump on social media, the agreement would see the United States reduce its reciprocal tariff rate on Indian goods from 25 percent to 18 percent. In return, Trump claimed Indian Prime Minister Narendra Modi agreed to lower tariffs on US goods to zero and stop importing Russian oil. A White House official later confirmed that an additional 25 percent tariff, imposed over India’s energy trade with Russia, would also be lifted.

Market Reaction to India US Trade Deal Announcement

The announcement prompted a positive response in Indian financial markets. Mumbai’s benchmark Nifty index closed 2.55 percent higher, reflecting investor optimism over the potential easing of trade barriers between the two countries.

India’s Commerce Minister Piyush Goyal welcomed the announcement, describing it as the “best” trade agreement Washington had reached in the region and one that “will make every Indian proud.” The Federation of Indian Export Organisations said it expected a rapid increase in orders for sectors previously affected by US tariffs, including apparel, footwear, and marine products.

Political Debate Surrounding India US Trade Deal

Despite the upbeat market reaction, the India US trade deal has drawn sharp political criticism at home. Opposition leader Rahul Gandhi accused the Modi government of conceding too much under US pressure, claiming the agreement amounted to “selling the country.”

Trade analysts have also urged caution, pointing to the absence of a joint statement or published agreement text. Ajay Srivastava of the Global Trade Research Initiative said the announcement should be viewed as a political signal rather than a finalized deal until formal documentation is released.

Unanswered Questions on Tariffs and Agriculture

Key elements of the proposed India US trade deal remain unclear. Trump claimed India would increase its purchases of US goods by as much as $500 billion, but no timeline or implementation mechanism has been disclosed.

Analysts have also questioned whether India’s politically sensitive agriculture sector would be opened to American imports, an issue that has historically complicated trade negotiations between the two countries.

Russia Responds to Claims on Oil Imports

Adding to the uncertainty, the Kremlin said on Tuesday it had received no notification from New Delhi regarding any plan to halt Russian oil exports to India. Kremlin spokesman Dmitry Peskov told reporters that Moscow had not heard any official statements from Indian authorities on the matter.

Prime Minister Modi’s public remarks following his call with Trump acknowledged the reported tariff reduction but made no reference to an agreement on Russian oil purchases.

Energy Ties Add Complexity to India US Trade Deal

Russia has emerged as one of India’s main oil suppliers since the launch of Moscow’s military operation in Ukraine in 2022. Bilateral trade between the two countries reached $68.7 billion in the 2024–25 period, largely driven by Russian energy exports to India.

These energy ties complicate the proposed India US trade deal, particularly as Washington frames the agreement as a step that could help reduce funding for Russia and influence the conflict in Ukraine.

Outlook for India US Trade Deal

While the announcement signals a potential shift in trade relations between Washington and New Delhi, analysts stress that the absence of formal documentation leaves the agreement’s scope and enforceability in doubt.

Until a joint statement or signed framework is released, the future of the India US trade deal remains uncertain, with markets, policymakers, and international partners awaiting clarification on the commitments outlined by President Trump.
