US-Iran relations have been defined by confrontation and mistrust since the 1979 Islamic Revolution, shaping decades of diplomatic rupture, sanctions, and military escalation. As officials from Washington and Tehran prepare to meet in Oman, the talks come against a backdrop of renewed tensions following protests in Iran and disputes over the nuclear programme.

The meeting marks the first direct engagement since the United States joined Israeli strikes on Iranian nuclear sites in June 2025, underscoring the fragile state of diplomacy between the two long-standing rivals.

Origins of the US-Iran Rift

The 1979 Revolution and Hostage Crisis

The breakdown in US-Iran relations began after Iran’s 1979 Islamic Revolution and the seizure of the US embassy in Tehran on November 4 of that year. Iranian students took dozens of American diplomats and staff hostage, demanding the extradition of the deposed shah, Mohammad Reza Pahlavi.

A total of 52 hostages were held for 444 days. Washington severed diplomatic ties in April 1980 and imposed trade and travel restrictions. Relations have not been restored since.

Sanctions, Terror Designations, and Nuclear Disputes

From “Axis of Evil” to Maximum Pressure

In 1995, President Bill Clinton imposed a comprehensive ban on US trade and investment with Iran, accusing Tehran of pursuing nuclear weapons and supporting militant groups. The confrontation deepened in 2002 when President George W. Bush labeled Iran part of an “axis of evil.”

In 2019, Washington designated Iran’s Islamic Revolutionary Guard Corps as a terrorist organization, further escalating tensions.

The Nuclear Deal and Its Collapse

Concerns over Iran’s nuclear activities intensified in the early 2000s after revelations of undeclared facilities. A 2011 report by the International Atomic Energy Agency said Iran had carried out activities relevant to nuclear weapons development until at least 2003, a claim Tehran denies.

In 2015, Iran and six world powers reached the Joint Comprehensive Plan of Action, which limited Iran’s nuclear programme in exchange for sanctions relief. The deal was endorsed by the United Nations.

The agreement unraveled after the United States withdrew in 2018 during President Donald Trump’s first term, reimposing sanctions. Iran later scaled back its commitments, including limits on uranium enrichment. By late 2025, UN sanctions were reinstated after European powers accused Iran of breaching the accord, which formally lapsed in October.

Military Escalation and Regional Confrontation

Killing of Qasem Soleimani

On January 3, 2020, a US drone strike in Baghdad killed Iranian General Qasem Soleimani, commander of the Revolutionary Guards’ Quds Force. Washington said he was planning imminent attacks on US forces, while Iran vowed retaliation and launched missile strikes on bases hosting American troops in Iraq.

Strikes on Nuclear Sites

During a 12-day war between Israel and Iran in June 2025, the United States carried out strikes on three major Iranian nuclear sites. President Trump said the facilities were destroyed, though the full extent of the damage remains unclear.

Protests, Pressure, and the Oman Talks

Crackdown and Renewed Threats

In late 2025, Iran faced widespread protests against its clerical leadership. Rights groups say thousands were killed in a severe crackdown. Trump threatened military action, deploying a US naval group led by the aircraft carrier USS Abraham Lincoln to the Gulf.

Despite the threats, both sides confirmed talks in Oman, with US envoy Steve Witkoff and Iranian Foreign Minister Abbas Araghchi leading their delegations. Oman has previously acted as a discreet mediator between the two countries.

Negotiation Positions

Washington says it wants discussions to cover not only Iran’s nuclear programme but also ballistic missiles and regional armed groups. Tehran insists the focus should remain on the nuclear issue and sanctions relief.

Key points shaping the talks include:
• Iran’s demand for lifting US and international sanctions.
• US concerns over uranium enrichment, missiles, and regional influence.
• Continued military threats alongside diplomatic engagement.

Who Is at the Table

Steve Witkoff

A real estate billionaire and close ally of Trump, Witkoff has become a central figure in US diplomacy, leading talks on Gaza, Ukraine, and Iran despite having no traditional foreign policy background. He previously participated in nuclear discussions with Iran in Oman before they were halted by the 2025 conflict.

Abbas Araghchi

A veteran Iranian diplomat and key architect of the 2015 nuclear deal, Araghchi is seeking sanctions relief while defending Iran’s positions abroad. He has represented Tehran during the recent protest crackdown and remains one of the Islamic republic’s most experienced negotiators with the West.
